Issue: Expanding Clayton's Urban Limit Line

As a land-locked city, Clayton has limited space to grow. Ted values the small-town feel of Clayton with its rural charm. Yet he feels there still remain opportunities to develop if done appropriately.
Ted supports expanding the City of Clayton's urban limit line, which defines where growth should and should not occur. In particular, Ted would like to see the Diablo Downs neighborhood -- located at the end of Mitchel Canyon Road in unincorporated Clayton -- formally included in the City. This would allow residents in this neighborhood to vote, participate in our community and receive our services. Ted also sees potential in including the Cemex quarry, which will eventually cease operation and be additional open space for the City of Clayton.
Regarding the Marsh Creek Specific Plan, Ted is in favor of considering this development at a later time. There are currently no resources or interested parties in moving forward with this project, but it certainly should be kept in mind for future growth.
